IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date." Representative Johnson moved and asked unanimous consent that CSHB 289(FIN) be returned to second reading for the specific purpose of considering Amendment No. 9. There was objection.
