IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date." Representatives Saddler and Schrage, citing Section 111 of Mason's Manual, rose to points of order regarding making references to the office of the executive. The Speaker ruled debate could proceed. Representative Tomaszewski moved and asked unanimous consent to abstain from voting because of a conflict of interest. Objection was heard, and he was required to vote. The question being: "Shall CSHB 289(FIN) pass the House?" The question being: "Shall the appropriations from the constitutional budget reserve fund be adopted?" Representative Kopp moved the effective date clause. The question being: "Shall the effective date clause be adopted?"
