Representative Kopp moved and asked unanimous consent that the                                                                  
House consider the Senate message (page 2451) on the following:                                                                 
                                                                                                                                
    CS FOR HOUSE BILL NO. 265(FIN) am                                                                                           
    "An Act making appropriations for the operating and capital                                                                 
    expenses of the state's integrated comprehensive mental health                                                              
    program; and providing for an effective date."

There being no objection, it was so ordered.                                                                                    
                                                                                                                                
Representative Kopp moved that the House concur in the Senate                                                                   
amendment and recommended that the members vote no.
