IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date." The Speaker stated that, without objection, Amendment Nos. 60 through 69 and Amendment Nos. 71 and 72 would be moved to the bottom of the amendments. Amendment No. 70 was offered by Representative Bynum: Page 66, line 31 through page 67, line 4: Delete all material and insert: “(f) The appropriation made in (e) of this section shall be reduced by an amount equal to any increase in funding for the fiscal year ending June 30, 2027, resulting from passage by the Thirty-Fourth Alaska State Legislature during the Second Regular Session and enactment into law of a version of HB 374 or a similar bill increasing the base student allocation, a version of HB 261 or a similar bill changing how average daily membership is calculated, or a version of HB 333 or a similar bill providing directive funding for technical readiness and career training programs in school districts.” Page 89, lines 3-6: Delete all material and insert: “(b) The appropriation made in sec. 13(f) of this Act is contingent on passage by the Thirty-Fourth Alaska State Legislature during the 2026-04-10 House Journal Page 2113 Second Regular Session and enactment into law of a version of HB 374 or a similar bill increasing the base student allocation, a version of HB 261 or a similar bill changing how average daily membership is calculated, or a version of HB 333 or a similar bill providing directive funding for technical readiness and career training programs in school districts.” Representative Bynum moved and asked unanimous consent that Amendment No. 70 be adopted. There was objection. Representative Stutes, citing Section 402.1 of Mason's Manual, rose to a point of order regarding the germaneness of the amendment. The Speaker ruled the amendment out of order. Representative Johnson appealed the ruling of the chair and withdrew the appeal. The Speaker withdrew the ruling. Representative Stutes withdrew the point of order. Representative Allard moved and asked unanimous consent to withdraw Amendment No. 3 to Amendment No. 70 as amended. There being no objection, it was so ordered. Amendment No. 70 as amended was before the House. Representative Stutes, citing Section 101.1 of Mason's Manual, rose to a point of order regarding confining remarks to the amendment.
