IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date." with the: Journal Page FIN RPT CS(FIN) NEW TITLE 4DP 7AM 2050 Representative Kopp moved and asked unanimous consent that the following committee substitute be adopted in lieu of the original bill: CS FOR HOUSE BILL NO. 263(FIN) "An Act making appropriations for the operating and loan program expenses of state government and for certain programs; capitalizing funds; making supplemental appropriations; making 2026-04-08 House Journal Page 2058 appropriations under art. IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date." There being no objection, it was so ordered. The Speaker stated that, without objection, Amendment No. 1 would be moved to the bottom of the amendments. Amendment No. 2 was not offered. Amendment No. 3 was offered by Representative McCabe: Page 66, line 4, following "2027.": Insert "It is the intent of the legislature that community assistance funding, including funding provided to nonprofit organizations, be used in a manner that does not conflict with art. VIII, sec. 1, of the Constitution of the State of Alaska." Representative McCabe moved and asked unanimous consent that Amendment No. 3 be adopted. Objection was heard and withdrawn. There being no further objection, Amendment No. 3 was adopted. The Speaker stated that, without objection, Amendment No. 4 would be moved to the bottom of the amendments. Amendment No. 5 was offered by Representative McCabe: Page 59, lines 19 - 28: Delete all material. Representative McCabe moved and asked unanimous consent that Amendment No. 5 be adopted. Representative Josephson objected. The question being: "Shall Amendment No. 5 be adopted?"
