Message dated April 13 was read stating the House failed to concur in                                                           
the Senate amendments to HOUSE BILL NO. 194 "An Act approving                                                                   
and ratifying the sale of royalty oil by the State of Alaska to Marathon                                                        
Petroleum Supply and Trading Company LLC; and providing for an                                                                  
effective date" and respectfully requests the Senate to recede from its
