Full Journal pdf2025-07-30 House Journal Page 1386 HB 174 The following letter was dated June 24 and received June 25 at 1:45 p.m.: "Dear Speaker Edgmon: Under the authority vested in me by Article II, Section 15, of the Alaska Constitution, I have vetoed the following bill: HOUSE BILL NO. 174 "An Act relating to the regional educational attendance area and small municipal school district fund; relating to Mt. Edgecumbe High School; and relating to teacher housing." HB 174 would transform the REAA Fund - created originally for rural school construction and later expanded to include major maintenance - by adding Mt. Edgecumbe High School projects and, for the first time, teacher-housing maintenance, a cost traditionally paid by local communities. HB 174 diminishes the equity across school districts that is provided by the Fund and commits the State to a local housing 2025-07-30 House Journal Page 1387 obligation, diverting already-scarce dollars away from critical classroom repairs and complicating grant rankings. Additionally, the bill repeals the Fund’s $70 million cash cap, letting unrestricted general-fund cash accumulate without project deadlines and adding ongoing operating costs to the State.
