    "An Act relating to alcohol; relating to local option elections;                                                            
    relating to the statewide database of alcohol purchases; relating to                                                        
    alcohol licenses, endorsements, and permits; relating to municipal                                                          
    regulation and taxation of alcoholic beverages; and providing for
