Page 2, line 9, following "TRANSITION.": Insert "(a)" Page 2, following line 12: Insert a new subsection to read: "(b) Notwithstanding AS 16.05.221(c), within 30 days after the effective date of this Act, the governor shall solicit a list of names from the Alaska Federation of Natives for the open seat on the board created by AS 16.05.221(a)(5), added by sec. 1 of this Act, and appoint a person qualified under that paragraph from the list, or from another list provided by the Alaska Federation of Natives, to serve a two-year term." AS 16.05.300(a) is amended to read: (a) Each board shall hold at least one meeting a year and as many other meetings as it considers necessary. When a board holds a regular meeting for an area or region, the board's next regular meeting for the area or region shall be held in a different community in the area or region. Otherwise, each [EACH] board shall select the time and place in the state for the transaction of business. Each board shall maintain its office at the principal office of the department." AS 16.05.251(d) is amended to read: (d) Regulations adopted under (a) of this section must, consistent with sustained yield and the provisions of AS 16.05.258, provide (1) that the taking of fishery resources by residents for personal or family consumption has preference over taking by nonresidents; and (2) subject to (1) of this subsection, a fair and reasonable opportunity for the taking of fishery resources by personal use, sport, and commercial fishermen."
