A message dated July 23 was received stating the Governor allowed                                                               
the following bill to become law without signature and is transmitting                                                          
the engrossed and enrolled copies to the Lieutenant Governor's office

     "An Act relating to the practice of accounting; relating to private                                                        
     professional conservators; amending Rule 17(e), Alaska Rules of
