Representative Stutes rose to a point of order regarding confining debate to the motion before the house. The Speaker cautioned members to confine their remarks to the motion before the House. Representative Allard, citing Sections 92.2 and 94 of Mason's Manual, rose to a point of order regarding interrupting a member speaking and holding the floor. 2026-04-29 House Journal Page 2325 The Speaker stated that debate could proceed and reminded the members to confine their remarks to the motion before the House. Representative McCabe, citing Section 96 of Mason's Manual, rose to a point of order. The Speaker ruled the point out of order. Representative McCabe appealed the ruling of the Chair. The question being: "Shall the ruling of the Chair be sustained?" Representative Saddler, citing Section 101.1 of Mason's Manual, rose to a point of order regarding confining remarks to the motion before the body. The Speaker stated the point was well taken. (technical title change) The Chief Clerk notified the Senate. SCS CSHB 78(FIN) am S(efd fld H) was referred to the Chief Clerk for engrossment. The Speaker stated that the House would stand at ease until 3:00 p.m.; and so, the House stood at ease at 12:57 p.m.
