Full Journal pdf2025-07-30 House Journal Page 1385 HB 70 The following letter was dated July 16 and received July 17 at 3:17 p.m.: "Dear Speaker Edgmon: Under the authority vested in me by Article II, Section 15, of the Alaska Constitution, I have vetoed the following bill: 2025-07-30 House Journal Page 1386 SENATE CS FOR CS FOR HOUSE BILL NO. 70(HSS) "An Act relating to emergency medical services for operational canines; relating to the powers, duties, and liability of emergency medical technicians and mobile intensive care paramedics; relating to the practice of veterinary medicine; relating to civil liability of veterinarians; and providing for an effective date." HB 70 would authorize emergency medical personnel to provide veterinary treatment and administer controlled substances to operational canines without veterinary licensure. Alaska’s veterinary community warns this approach blurs scopes of practices, increases liability exposure, and duplicates services already available. Given the rarity of canine field emergencies, expanding State authority in this area is neither necessary nor prudent. Sincerely, /s/ Mike Dunleavy Governor"
