(SCR 3 - title change resolution) There being no objection, it was so ordered. Representative Stutes rose to a point of order regarding relevance of the debate. The Speaker cautioned members to confine remarks to the motion before the House. Representative Kopp moved that the House concur in the Senate amendment and recommended that the members vote yes. The question being: "Shall the House concur in the Senate amendment?"
