HOUSE BILL NO. 53 by the House Rules Committee by request of                                                                    
the Governor, entitled:                                                                                                         
                                                                                                                                
     "An Act making appropriations for the operating and loan                                                                   
     program expenses of state government and for certain programs;                                                             
     capitalizing funds; amending appropriations; making                                                                        
     supplemental appropriations; making reappropriations; making                                                               
     appropriations under art. IX, sec. 17(c), Constitution of the State                                                        
     of Alaska, from the constitutional budget reserve fund; and                                                                
     providing for an effective date."

The Governor's transmittal letter dated January 20 follows:                                                                     
                                                                                                                                
"Dear Speaker-Elect Edgmon:                                                                                                     
                                                                                                                                
Under the authority of Article III, Section 18 of the Alaska                                                                    
Constitution, I am transmitting a bill relating to appropriations for the                                                       
State’s operating expenses for Fiscal Year (FY) 2026.                                                                           
                                                                                                                                
This appropriation bill totals $11.3 billion and includes $4.9 billion in                                                       
unrestricted general funds, $0.9 billion in designated general funds,                                                           
$1.9 billion in other state funds, and $3.6 billion in federal funds.                                                           
                                                                                                                                
The FY 2026 budget continues important investments in public safety,                                                            
prioritizing educating our children, and strategically developing the                                                           
economy of our State. It also continues my commitment to providing a                                                            
full statutory dividend to our residents.                                                                                       
                                                                                                                                
I look forward to working with the Legislature on the timely passage
