A message dated July 24 was received stating the Governor allowed                                                               
the following bill to become law without signature and is transmitting                                                          
the engrossed and enrolled copies to the Lieutenant Governor's office                                                           
for permanent filing:                                                                                                           
                                                                                                                                
     HOUSE BILL NO. 31                                                                                                          
     "An Act relating to the registration of commercial vessels; and
