    "An Act relating to disposable food service ware and containers                                                             
    provided by customers; and providing for an effective date."                                                                
                                                                                                                                
Representative Stutes, citing Section 101 of Mason's Manual, rose to                                                            
points of order regarding confining remarks to the amendment before
