Full Journal pdf2023-01-18 House Journal Page 0011 HOUSE JOURNAL ALASKA STATE LEGISLATURE THIRTY-THIRD LEGISLATURE FIRST SESSION Juneau, Alaska Wednesday January 18, 2023 Second Day Pursuant to adjournment the House was called to order by Speaker pro tempore Patkotak at 10:06 a.m. Roll call showed 40 members present. The invocation was offered by the Chaplain, Reverend Gordon Blue of Holy Trinity Episcopal Church. Representative Story moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it was so ordered. In deepest respect for the religious beliefs of each person here, I offer these prayers: Today in the tradition, we remember the confession of Peter. Since 1908, this date marks the first day of a week of prayer for unity. Lord, you called your people from slavery into freedom. Give us strength and courage to seek out those who are standing in need of justice. Allow us to see this need and provide help to bring justice under law and gather us in the defense and growth of freedom for all. Keep this House steadfast upon the rock of their oath of office, that in unity and peace we may proclaim one truth: in the preservation of the Constitution of the United States and the Constitution of the State of Alaska, liberty and justice and sustenance of resources will be protected for all Alaskans. 2023-01-18 House Journal Page 0012 Save us, O God, from calamities of our own making, from things we have done, and from things we have left undone, from things done on our behalf, both those in which we have had agency, and from things done without our complicity. Save us, O God, from complacency in our thinking, from neglect of duties and dereliction of vows, from disregard of the suffering of others in our anxiety for tomorrow, sufficient for today is its own trouble. Deliver us, set us free to imagine the paths of your grace, use the hopes of your people to guide us into peace, bring us thankfully together into a unity of purpose to assure the blessings of life to all the people of Alaska. Amen. The Pledge of Allegiance was led by Representative Allard. CERTIFICATION OF THE JOURNAL Representative Josephson moved and asked unanimous consent that the journal for the first legislative day be approved as certified by the Chief Clerk. There being no objection, it was so ordered. * * * * * Speaker pro tempore Patkotak stated that, pursuant to AS 24.05.120, the Uniform Rules in effect during the previous legislature would serve as the rules of the Thirty-Third Alaska State Legislature until adoption of permanent rules. SPEAKER Pursuant to Uniform Rule 1(b), Speaker pro tempore Patkotak stated that nominations for Speaker of the House were now in order. Representative Cronk nominated Representative Tilton as Speaker of the House. Representative Schrage nominated Representative Edgmon as Speaker of the House. 2023-01-18 House Journal Page 0013 Representative Edgmon respectfully declined the nomination. Representative Gray nominated Representative Stutes as Speaker of the House. Representative Vance moved and asked unanimous consent that nominations be closed. Representative Eastman objected. Representative Fields nominated Representative Ruffridge as Speaker of the House. Representative Eastman nominated Representative Carpenter as Speaker of the House. Representative Carpenter respectfully declined the nomination. Representative Saddler moved and asked unanimous consent that nominations be closed. There being no objection, it was so ordered. Representative Fields moved and asked unanimous consent that Representative Ruffridge be elected Speaker of the House and placed a call of the House. Representative Fields moved and asked unanimous consent to withdraw the call of the House and the prior motion to elect Representative Ruffridge as Speaker of the House. There being no objection, it was so ordered. Representative Cronk moved and asked unanimous consent that Representative Tilton be elected Speaker of the House. There was objection. Representative Schrage moved and asked unanimous consent that the House adjourn. There was objection. 2023-01-18 House Journal Page 0014 The question being: "Shall the House adjourn?" Representative McCabe moved the previous question. The question being: "Shall Representative Tilton be elected as Speaker of the House?" The roll was taken with the following result: Representative Tilton Speaker of the House YEAS: 26 NAYS: 14 EXCUSED: 0 ABSENT: 0 Yeas: Allard, Carpenter, Coulombe, Cronk, Eastman, Edgmon, Foster, C.Johnson, D.Johnson, McCabe, McKay, Ortiz, Patkotak, Prax, Rauscher, Ruffridge, Saddler, Shaw, Stapp, Story, Stutes, Sumner, Tilton, Tomaszewski, Vance, Wright Nays: Armstrong, Carrick, Dibert, Fields, Galvin, Gray, Groh, Hannan, Himschoot, Josephson, McCormick, Mears, Mina, Schrage Galvin changed from "YEA" to "NAY" Groh changed from "YEA" to "NAY" And so, Representative Tilton was elected Speaker of the House of the Thirty-Third Alaska State Legislature. Representative Patkotak appointed Representatives Mina and Stapp to escort the Speaker to the rostrum. 2023-01-18 House Journal Page 0015 The Speaker delivered brief opening remarks regarding the Thirty- Third Alaska State Legislature.
