Full Journal pdf2023-05-16 House Journal Page 1138 SB 48 The following was read the second time: CS FOR SENATE BILL NO. 48(FIN) "An Act relating to the powers and duties of the Alaska Oil and Gas Conservation Commission; authorizing the Department of Natural Resources to lease land for carbon management purposes; establishing a carbon offset program for state land; authorizing the sale of carbon offset credits; authorizing the use of land and water within the Haines State Forest Resource Management Area for a carbon offset project; authorizing the undertaking of carbon offset projects on land in legislatively designated state forests; relating to oil and gas lease expenditures; and providing for an effective date." with the: Journal Page FIN RPT 8DP 3NR 1125 FN7: (CED) 1125 FN8: INDETERMINATE(CED) 1125 FN9: (DNR) 1125 FN10: (DNR) 1125 FN11: (DNR) 1125 Representative Saddler moved and asked unanimous consent that CSSB 48(FIN) be considered engrossed, advanced to third reading, and placed on final passage. 2023-05-16 House Journal Page 1139 There was objection. The question being: "Shall CSSB 48(FIN) be advanced to third reading on the same day?" There being no objection, it was so ordered. Representative Saddler gave notice of reconsideration of the vote on CSSB 48(FIN).
