germaneness of Amendment No. 6.                                                                                                 
                                                                                                                                
The Speaker, citing Sections 402.4 and 728.1 of Mason's Manual,                                                                 
ruled the point well taken and ruled Amendment No. 6 out of order.                                                              
                                                                                                                                
Representative Fields appealed the ruling of the chair.
