(FIN) recommends the following be adopted:                                                                                   
                                                                                                                                
    CONFERENCE CS FOR HOUSE BILL NO. 268                                                                                        
    "An Act making appropriations for the operating and loan                                                                    
    program expenses of state government and for certain programs;                                                              
    capitalizing funds; repealing appropriations; amending                                                                      
    appropriations; making supplemental appropriations and
