A message dated August 28 was received stating the Governor                                                                     
allowed the following bill to become law without his signature and is                                                           
transmitting the engrossed and enrolled copies to the Lieutenant                                                                
Governor's office for permanent filing:                                                                                         
                                                                                                                                
    HOUSE BILL NO. 371                                                                                                          
    "An Act relating to medical review organizations; relating to the                                                           
    definitions of 'health care provider' and 'review organization'; and                                                        
    relating to the duties of the chief medical officer in the
