A message dated August 30 was received stating the Governor                                                                     
allowed the following bill to become law without his signature and is                                                           
transmitting the engrossed and enrolled copies to the Lieutenant                                                                
Governor's office for permanent filing:

    "An Act relating to grants to unit owners for disaster relief;                                                              
    relating to safety ladders at municipal harbor facilities; relating to
