passed during the second session of the Thirty-Third Alaska State                                                               
Legislature, and am transmitting the engrossed and enrolled copies to                                                           
the Lieutenant Governor’s Office for permanent filing:

    "An Act making appropriations for the operating and capital

The Mental Health Capital and Operating budget, with line-item                                                                  
vetoes, represents prudent and fiscally responsible investments in the                                                          
State’s comprehensive mental health program. The vetoes made were                                                               
the result of a thorough evaluation and consistent application of the                                                           
priorities of my administration to preserve general funds for savings
