Full Journal pdf2024-05-09 House Journal Page 2830 HB 230 The following was read the second time: HOUSE BILL NO. 230 "An Act repealing the limit on the number of years of out-of-state school experience that may be substituted for in-state experience in teacher salary scales." with the: Journal Page EDC RPT 6DP 1AM 2062 FN1: ZERO(EED) 2062 Amendment No. 1 was offered by Representative Dibert: Page 1, line 1, following "Act" (title amendment): Insert "relating to teacher certificates for retired teachers; and" Page 1, following line 3: Insert a new bill section to read: "* Section 1. AS 14.20.020(g) is amended to read: (g) The department shall issue, at no cost to the person, a teacher certificate to a person who possessed a valid Alaska teacher certificate upon retirement. A teacher certificate issued under this subsection is valid for the life of the retired teacher and qualifies the holder as a substitute teacher in the state. A teacher certificated under this subsection may teach as a long-term substitute teacher for not more than 165 consecutive days of a school term. In this subsection, "long-term substitute teacher" means a teacher who is employed in the state to substitute teach for more than 20 consecutive days of a school term." Page 1, line 4: Delete "Section 1" Insert "Sec. 2" Page 1, following line 4: Insert a new bill section to read: "* Sec. 3. The uncodified law of the State of Alaska is amended by adding a new section to read: 2024-05-09 House Journal Page 2831 APPLICABILITY. Section 1 of this Act applies to a contract or collective bargaining agreement that becomes legally binding on or after the effective date of this Act." Representative Dibert moved and asked unanimous consent that Amendment No. 1 be adopted. Representative Eastman objected. Amendment No. 1 to Amendment No. 1 was offered by Representative Eastman: Page 1, line 8 of the amendment, following "certificate": Delete "upon retirement" Insert "upon or after retirement in this state or another state" Representative Eastman moved and asked unanimous consent that Amendment No. 1 to Amendment No. 1 be adopted. Representative Saddler moved and asked unanimous consent that HB 230 am be considered engrossed, advanced to third reading, and placed on final passage. There being no objection, it was so ordered. HB 230 am was read the third time. Representative Ortiz moved and asked unanimous consent to abstain from voting because of a conflict of interest. Objection was heard, and he was required to vote. The question being: "Shall HB 230 am pass the House?"
