"Dear Speaker Tilton:                                                                                                           
                                                                                                                                
Under the authority vested in me by Article II, Section 15 of the                                                               
Alaska Constitution, I have vetoed the following bill:                                                                          
                                                                                                                                
    SENATE CS FOR CS FOR HOUSE BILL NO. 17(L&C)                                                                                 
    "An Act relating to insurance coverage for contraceptives and                                                               
    related services; relating to medical assistance coverage for                                                               
    contraceptives and related services; and providing for an effective                                                         
    date."                                                                                                                      
                                                                                                                                
This bill sets the standards under which the State may enforce the                                                              
coverage requirements for contraceptive methods. Contraceptives are                                                             
widely available, and compelling insurance companies to provide                                                                 
mandatory coverage for a year is bad policy. Accordingly, I have
