SENATE CONCURRENT RESOLUTION NO. 23 Suspending Rules                                                                            
24(c), 35, 41(b), and 42(e), Uniform Rules of the Alaska State                                                                  
Legislature, concerning House Bill No. 172, relating to crisis                                                                  
stabilization centers, crisis residential centers, and subacute mental                                                          
health facilities; relating to representation by an attorney; relating to                                                       
the administration of psychotropic medication in a crisis situation;                                                            
relating to hospitalizations for mental health evaluation; relating to

licensed facilities; and relating to a report to the legislature on                                                             
psychiatric patients and patient rights. Without objection, the                                                                 
resolution was before the Senate on final passage.                                                                              
                                                                                                                                
The question being: "Shall SENATE CONCURRENT RESOLUTION                                                                         
NO. 23 Suspending Rules 24(c), 35, 41(b), and 42(e), Uniform Rules                                                              
of the Alaska State Legislature, concerning House Bill No. 172,
