          "An Act relating to the taxation of income of                                                                         
          individuals, partners, shareholders in S corporations,                                                                
          trusts, and estates; relating to a credit against the                                                                 
          individual income tax; repealing tax credits applied                                                                  
          against the tax on individuals under the Alaska Net
