          "An Act relating to the Alaska permanent fund;                                                                        
          relating to the sustainable dividend and power cost                                                                   
          equalization accounts in the Alaska permanent fund;                                                                   
          relating to the power cost equalization endowment                                                                     
          fund; relating to the dividend fund; relating to                                                                      
          dividends for state residents; relating to the use of                                                                 
          certain state income; and providing for an effective
