Full Journal pdf2022-02-16 Senate Journal Page 1824 SB 198 SENATE BILL NO. 198 BY THE SENATE RULES COMMITTEE BY REQUEST OF THE GOVERNOR, entitled: "An Act providing that Rampart School is located within the Yukon-Koyukuk School District regional educational attendance area; and providing for an effective date." was read the first time and referred to the Education Committee. The following fiscal information was published today: Fiscal Note No. 1, zero, Department of Education & Early Development Governor's transmittal letter dated February 15: Dear President Micciche: Under the authority of Article III, Section 18, of the Alaska Constitution, I am transmitting a bill allowing the Rampart School to become part of the Yukon Koyukuk School District (YKSD). The Rampart School is currently part of the Yukon Flats School District (YFSD). However, by mutual agreement, the YKSD has administered and operated the Rampart School for several years. The community of Rampart is culturally and historically aligned with the communities in the YKSD, and both school districts support placing the Rampart School in the YKSD. 2022-02-16 Senate Journal Page 1825 This legislation allows for maximum local participation with the YKSD School Board. Currently, parents of children at the Rampart School cannot participate in YKSD School Board elections. The proposed legislation will result in a boundary change between the two regional educational attendance areas (REAAs) thereby allowing parents of the Rampart School to participate in school board elections applicable to their community school. REAAs are part of the unorganized borough. Pursuant to Article X, Section 6 of the Alaska Constitution, the legislature serves as the assembly for the unorganized borough. Accordingly, the legislature is the appropriate entity to authorize allowing the Rampart School to become part of the YKSD. I urge your prompt and favorable action on this measure.
