Representative Tuck moved and asked unanimous consent that the roll call on the passage of the bill be considered the roll call on the effective date clause. There being no objection, it was so ordered. CSSB 19(FIN) was signed by the Speaker and Chief Clerk, and returned to the Senate. SB 40 The following, which was advanced to third reading from the May 18 calendar (page 1157), was read the third time: SENATE BILL NO. 40 "An Act relating to veterans' benefits services and veterans' benefits appeal services." Representative Nelson moved and asked unanimous consent to abstain from voting because of a conflict of interest. Objection was heard, and he was required to vote. Representative Eastman rose to a point of order regarding the nature of the conflict. The Speaker asked the member to speak to the nature of the conflict. Representatives McCabe and McCarty moved and asked unanimous consent to abstain from voting because of a conflict of interest. Objection was heard, and they were required to vote.
