    Proposing amendments to the Constitution of the State of Alaska                                                             
    relating to an appropriation limit; and proposing amendments to                                                             
    the Constitution of the State of Alaska relating to the Alaska                                                              
    permanent fund, appropriations from the Alaska permanent fund,
