Representative Eastman moved and asked unanimous consent that HB 168 be returned to second reading for the specific purpose of considering Amendment No. 1. Representative Rasmussen objected. The question being: "Shall HB 168 be returned to second reading for the specific purpose of considering Amendment No. 1?"
