Representative Eastman moved and asked unanimous consent that Amendment No. 2 be adopted. Representative Tuck objected and rose to a point of order, citing section 182 of Mason's Manual, regarding the dilatory nature of the amendment. The Speaker stated that Amendment No. 2 was dilatory and ruled it out of order. Representative Eastman appealed the ruling of the Chair. The question being: "Shall the ruling of the Chair be sustained?"
