    the production of research or a study or the purchase of property                                                           
    or equipment for at least one of the following purposes:                                                                    
                  (A)  increasing the population that resides in a                                                              
         municipality;                                                                                                          
                  (B)  decreasing unemployment in a municipality;                                                               
                  (C)  increasing the number of businesses that operate                                                         
         in a municipality;                                                                                                     
                  (D)  increasing the median wage earned in a                                                                   
         municipality; or                                                                                                       
                  (E)  developing regulations to facilitate increasing the                                                      
         gross domestic product within a municipality."                                                                         
                                                                                                                                
Representative Eastman moved and asked unanimous consent that                                                                   
Amendment No. 2 be adopted.                                                                                                     
                                                                                                                                
Representative Tuck objected and rose to a point of order, citing                                                               
section 182 of Mason's Manual, regarding the dilatory nature of the                                                             
amendment.                                                                                                                      
                                                                                                                                
The Speaker stated that Amendment No. 2 was dilatory and ruled it                                                               
out of order.                                                                                                                   
                                                                                                                                
Representative Eastman appealed the ruling of the Chair.
