Amendment No. 2 was offered by Representative Eastman: Page 1, line 7, following "governor,": Insert "and subject to confirmation by the legislature in joint session," Representative Eastman moved and asked unanimous consent that Amendment No. 2 be adopted. Representative Tuck objected. The Speaker ruled Amendment No. 2 out of order. Representative Eastman appealed the ruling of the Chair.
