The Governor's transmittal letter dated February 4 follows:                                                                     
                                                                                                                                
"Dear Chief Clerk:                                                                                                              
                                                                                                                                
Under the authority of Article III, Section 18, of the Alaska                                                                   
Constitution, I am transmitting a bill relating to voter approval of                                                            
general obligation bonds in the amount of $356,405,952 for the                                                                  
purpose of funding capital improvement projects. These infrastructure                                                           
projects include critical airport, highway, road, and bridge                                                                    
improvements; school major maintenance; upgrades and repairs of                                                                 
state facilities, and communication systems.                                                                                    
                                                                                                                                
This bill proposes to put the question of issuing these general                                                                 
obligation bonds before qualified voters at a statewide special election                                                        
to be held 90 to 120 days after adjournment of the First Regular                                                                
Session of the Thirty-Second Alaska State Legislature. If ratified,                                                             
these projects will benefit Alaskans statewide by stimulating our                                                               
economy, stabilizing our construction industry, and improving                                                                   
transportation, education, and other critical facilities throughout the                                                         
State.
