Amendment No. 1 was offered by Representatives Thompson and McCarty: Page 1, line 2, following "members" (title amendment): Insert "; and providing for an effective date" Page 2, following line 4: Insert a new bill section to read: "* Sec. 2. This Act takes effect immediately under AS 01.10.070(c)." Representative Thompson moved and asked unanimous consent that Amendment No. 1 be adopted. Representative Eastman objected and withdrew the objection. There being no further objection Amendment No. 1 was adopted and the new title follows: CS FOR HOUSE BILL NO. 53(MLV)(efd add) "An Act relating to residency requirements for public school enrollment for certain children of active duty military and National Guard members; and providing for an effective date." Amendment No. 3 was offered by Representative Eastman: Page 1, line 11, following "residence": Insert "in the state" Page 1, line 12, following "in the school district.": Insert "Nothing in this section may be construed to grant a right for a student to be eligible to simultaneously apply to be registered at and attend a school subject to lottery after having applied to a lottery in another school district." Representative Eastman moved and asked unanimous consent that Amendment No. 3 be adopted. Representative McCarty objected. Representative Eastman moved and asked unanimous consent to divide the question.
