reasonable efforts to provide secure roadside ballot deposit boxes for                                                          
all elections by mail held in the state in calendar year 2020 during the                                                        
public health disaster emergency declared by the governor under                                                                 
AS 26.23.020 on March 11, 2020, as extended by sec. 2 of this Act."
