          "An Act relating to management of enhanced stocks                                                                     
          of shellfish; authorizing certain nonprofit                                                                           
          organizations to engage in shellfish enhancement                                                                      
          projects; relating to application fees for salmon                                                                     
          hatchery permits; and providing for an effective
