Representative Thompson brought up reconsideration of the vote on                                                               
CSSB 2002(FIN) (page 1291).                                                                                                     
                                                                                                                                
The following was before the House in third reading:                                                                            
                                                                                                                                
     CS FOR SENATE BILL NO. 2002(FIN)                                                                                           
     "An Act making appropriations, including capital appropriations,                                                           
     supplemental appropriations, reappropriations, and other                                                                   
     appropriations; amending appropriations; making appropriations                                                             
     to capitalize funds; making appropriations for the capital expenses                                                        
     of the state's integrated comprehensive mental health program;                                                             
     making appropriations under art. IX, sec. 17(c), Constitution of                                                           
     the State of Alaska, from the constitutional budget reserve fund;                                                          
     and providing for an effective date."

The question being:  "Shall the House adopt the appropriations from                                                             
the constitutional budget reserve fund?"  The roll was taken with the
