Amendment No. 1 was offered by Representative Eastman: Page 1, line 15, following "Legislature": Insert "for the purpose of passing appropriation bills." Representative Eastman moved and asked unanimous consent that Amendment No. 1 be adopted. Representative Spohnholz objected. The question being: "Shall Amendment No. 1 be adopted?" Amendment No. 2 was offered by Representatives Johnson, Sullivan- Leonard, Carpenter, Gillis, Talerico, Shaw, Rauscher, Merrick, Tilton, Pruitt, and Prax: Page 1, line 15, following "Legislature": Insert "to allow committees to consider only legislative measures that substantially relate to, and have as their primary purpose, appropriating, raising, or allocating state revenue, confirming appointments, extending the termination date of a board, commission, or task force, and considering the public health disaster emergency declared by the Governor on March 11, 2020" Representative Johnson moved and asked unanimous consent that Amendment No. 2 be adopted. There was objection. Amendment No. 1 to Amendment No. 2 was offered by Representative Kopp: Page 1, line 5, following "force,": Delete "and" Page 1, line 6, following "March 11, 2020": Insert ", and providing economic relief to individuals, businesses, and communities impacted by the COVID-19 virus outbreak" Representative Kopp moved and asked unanimous consent that Amendment No. 1 to Amendment No. 2 be adopted. 2020-03-17 House Journal Page 1906 There was objection.
