A message dated May 21 was received stating the Governor signed the                                                             
following bill and is transmitting the engrossed and enrolled copies to                                                         
the Lieutenant Governor's office for permanent filing:

    "An Act approving and ratifying the actions of the governor and                                                             
    executive branch in expending certain federal receipts and of the                                                           
    Legislative Budget and Audit Committee in approving the
