The Finance Committee considered SENATE BILL NO. 104 "An Act                                                                    
relating to the duties of the state Board of Education and Early                                                                
Development; and relating to school curriculum" and recommended it                                                              
be replaced with                                                                                                                
                                                                                                                                
          CS FOR SENATE BILL NO. 104(2d FIN) "An Act                                                                            
          relating to the duties of the Department of Education                                                                 
          and Early Development; relating to the duties of the                                                                  
          state Board of Education and Early Development;                                                                       
          relating to school curricula; and relating to a system                                                                
          for managing student information and records related                                                                  
          to individualized education programs for children
