Alaska shall, by February 19, 2019,                                                                                             
          (1)  to the extent permitted by law, update its regulations to                                                        
accommodate modern telecommunications systems and utilities; and                                                                
          (2)  submit a written report to the legislature recommending                                                          
statutory changes to accommodate modern telecommunications                                                                      
systems and utilities; the Regulatory Commission of Alaska shall                                                                
deliver the report to the senate secretary and chief clerk of the house of
