          Insert a new subsection to read:                                                                                      
                   "(c)  Each fiscal year, if an appropriation is made                                                          
          from the earnings reserve account established under                                                                   
          AS 37.13.145 to the general fund, an appropriation equal to                                                           
          50 percent of the income available for distribution under                                                             
          AS 37.13.140 must be made to the dividend fund established                                                            
          under AS 43.23.045."
