          Insert a new subsection to read:                                                                                      
                   "(c)  Each fiscal year, the amount appropriated from                                                         
          the earnings reserve account, established under AS 37.13.145,                                                         
          to the general fund may not exceed the amount appropriated                                                            
          from the earnings reserve account to the dividend fund,                                                               
          established under AS 43.23.045, for payment of permanent                                                              
          fund dividends."
