Senator Micciche moved and asked unanimous consent the Senate                                                                   
waive Uniform Rule 42(a) and (b) to allow the appointment of a Free                                                             
Conference Committee to meet with a like committee from the House.                                                              
Without objection, Uniform Rule 42(a) and (b) was waived.                                                                       
                                                                                                                                
The Secretary was requested to notify the House of the Senate's action                                                          
and request the House to recede from its amendments. In the event the                                                           
House fails to recede, the President appointed a Free Conference                                                                
Committee to meet with a like committee from the House to consider
