Full Journal pdf2017-06-22 Senate Journal Page 1484 HB 57 The following report was received and distributed at 7:04 p.m., June 22: June 22, 2017 Mr. President: Mr. Speaker: The Conference Committee with limited powers of free conference considered CS FOR HOUSE BILL NO. 57(FIN) am (brf sup maj fld)(efd fld) and SENATE CS FOR CS FOR HOUSE BILL NO. 57(FIN) am S and recommends CONFERENCE CS FOR HOUSE BILL NO. 57 "An Act making appropriations for the operating and loan program expenses of state government and for certain programs; capitalizing funds; repealing appropriations; making supplemental appropriations and reappropriations; making appropriations under art. IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date" be adopted. A fiscal note packet was attached. Signing the report: Senator Hoffman, Chair, Senators MacKinnon, Olson; Representative Seaton, Chair, Representatives Foster, Pruitt. 2017-06-22 Senate Journal Page 1485 Senator Micciche moved and asked unanimous consent the Senate waive Uniform Rule 42(a) and (b), and that the president grant the Senate conferees powers of free conference under Uniform Rule 42(b) for the limited purpose of including: 1. Appropriations to the public education fund 2. Supplemental appropriations previously contained in SENATE BILL NO. 23 3. Approval of bargaining agreements for certain University of Alaska employees 4. Appropriations from the Community Quota Entity Revolving Loan Fund 5. Fiscal notes included as section 2 of HOUSE BILL NO. 57 Senator Micciche moved and asked unanimous consent the Senate also waive Uniform Rule 42(c). Without objection, Uniform Rule 42(a)-(c) was waived. President Kelly granted the Senate conferees powers of free conference for the limited purpose of including: 1. IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date." Senator Micciche moved and asked unanimous consent that the vote on the adoption of the Conference Committee Report be considered the vote on the effective date clauses. Without objection, it was so ordered. Senator Micciche moved for the adoption of the constitutional budget reserve fund section. The question being: "Shall the constitutional budget reserve fund section (Article IX, Section 17(c) Constitution of the State of Alaska) be adopted?" The roll was taken with the following result: CCS HB 57 Constitutional Budget Reserve Fund Section? The Secretary was requested to notify the House.
