Senator Micciche moved and asked unanimous consent that the vote                                                                
on the passage of the bill be considered the vote on the effective date                                                         
clause. Without objection, it was so ordered and the bill was referred

adoption of the State Affairs Senate Committee Substitute offered on                                                            
page 950. Senator Wielechowski, Acting Minority Leader, objected,                                                               
then withdrew his objection. There being no further objection,                                                                  
SENATE CS FOR HOUSE BILL NO. 148(STA) "An Act relating to                                                                       
service areas in second class boroughs; relating to a municipal tax                                                             
exemption or deferral for economic development property; relating to                                                            
a municipal tax exemption for a fire protection system; and providing                                                           
for an effective date" was adopted.
