    "An Act relating to prescribing, dispensing, and administering an                                                           
    investigational drug, biological product, or device by physicians                                                           
    for patients who are terminally ill; providing immunity related to                                                          
    manufacturing, distributing, or providing investigational drugs,                                                            
    biological products, or devices; and relating to licensed health care
