Amendment No. 80 was offered by Representative Wilson: Page 8, following line 26: Insert new material to read: "It is the intent of the legislature that the Department of Corrections obtain legislative approval before expending any current or future appropriations to open a correctional facility. All measures must be taken to reduce inmate population in a manner that reduces the recidivism rate and ensures public safety." Representative Wilson moved and asked unanimous consent that Amendment No. 80 be adopted. There was objection. Representative Tuck rose to a point of order, citing Article II, Section 13 of the Constitution of Alaska. The Speaker ruled Amendment No. 80 out of order. Representative Millett appealed the ruling of the Chair. The question being: "Shall the ruling of the Chair be sustained?"
